A narrative in the Russian-language and Belarus-linked information space claimed that Lithuanian authorities are creating panic about threats from the east, preparing mass evacuation, and sacrificing citizens' wellbeing for record military budgets and "overseas plans".

Verdict

Misleading. Lithuania's defence spending has sharply increased, and civil protection has become more visible in state policy. But the available sources do not support the conclusion that social support has been sacrificed or that evacuation planning itself proves artificial panic.

Why this matters

The cost of defence and the budget deficit can be debated, but that debate should not be replaced by an emotional "weapons instead of people" formula.

What we checked

We checked the central conclusion: whether open sources support the claim that Lithuania is sacrificing citizens' wellbeing for military budgets and that evacuation planning is artificial panic. We did not verify every individual post or video, and we did not measure the full reach of the narrative.

Evidence

FactCheck LT analysed a CTVBY item from 9 September 2024. The item claimed that Lithuanian authorities were obsessed with military issues, preparing mass evacuation and forcing European politicians to sacrifice citizens' wellbeing for military budgets. FactCheck LT rated the statement incorrect and identified manipulative techniques: fear appeal, hyperbole, accusation and an attempt to connect different issues through an unsupported cause-and-effect chain.

Defence spending has indeed increased. According to LRT and BNS reporting on the 2026 budget, the Seimas approved record defence spending: about 4.8 billion euros, including the State Defence Fund, or 5.38 percent of GDP. This is an important fact and should not be ignored.

But the same source shows that the budget is not only about defence. It provides an additional 1.06 billion euros for personal income and social security, higher social benefits, and wage increases for teachers, doctors, civil servants and other public-sector workers. This does not prove that all social problems are solved. But it contradicts the simple formula that social support was fully sacrificed to military spending.

The IMF's May 2026 statement on Lithuania also describes a more complex picture. In 2025, the deficit rose because of social benefits, the public-sector wage bill and defence spending. The IMF warned that defence, ageing-related costs, pensions and social benefits will raise pressure on public debt. That is an argument for a serious medium-term fiscal strategy, not evidence that one spending category has fully displaced citizens' wellbeing.

The evacuation issue was also taken out of context. Ukrainska Pravda, citing LRT, reported that Interior Minister Agne Bilotaite spoke about a national evacuation plan amid Russia's war against Ukraine, hybrid attacks, cyberattacks, disinformation and sabotage risks. The report discussed civil protection and coordination with neighbouring countries, not proof of inevitable disaster or manufactured hysteria.

The key manipulation is a substitution of judgement. Real defence spending growth and real civil-protection planning are turned into a broad conclusion that the state allegedly no longer cares about citizens. Open sources support a more precise formulation: Lithuania is strengthening defence, civil protection and some social measures at the same time, while facing fiscal risks and political disputes over priorities.

What remains unknown

Public sources do not provide the full picture of household costs, access to services or the long-term effectiveness of social measures. We also do not know the full reach of the specific video or every channel that amplified the claim. Therefore, this article does not claim that Lithuania's budget is ideal or that higher defence spending creates no problems. It checks the specific claim that citizens' wellbeing has been directly sacrificed to military budgets.

Conclusion

The claim that Lithuania is sacrificing citizens' wellbeing for military budgets and artificially spreading fear through evacuation planning is misleading. Sources confirm higher defence spending and expanded civil protection, but they do not confirm the simplified conclusion that social support was cancelled or fully displaced by defence. A more accurate assessment is that Lithuania is increasing security spending in response to regional threats while also keeping and expanding some social measures, but this creates real fiscal challenges.
