Is Lithuania not an independent state? What sources show

Claim

A narrative circulated on social media claiming that Lithuania is allegedly not an independent state because its currency, migration policy, border control and security policy are connected to the EU and NATO.

Verdict

Misleading. Lithuania's participation in the EU, the euro area, NATO and the Schengen system reflects voluntary international commitments and shared rules. It does not show that Lithuania has lost statehood or is governed from outside.

In brief

• BECID described a coordinated Facebook campaign that circulated at the end of January 2026 and claimed that Lithuania is not truly independent.

• The campaign used real policy elements - the euro, NATO cooperation, migration policy and border control - but connected them to a false conclusion about loss of sovereignty.

• Lithuania's Constitution defines the country as an independent democratic republic and states that sovereignty belongs to the people.

Why this matters

The claim that Lithuania is allegedly «not independent» is not just criticism of EU or NATO policy. It can weaken trust in state institutions, elections, alliances and support for Ukraine. For Russian-speaking and Belarusian-speaking audiences, the same narrative can be used to set Lithuania against its partners and to pressure democratic communities in the region.

What we checked

We checked the central conclusion of the campaign: whether EU and NATO membership, the euro, Schengen rules and migration policy prove that Lithuania is no longer an independent state. We did not verify every individual post in the campaign and did not measure the full social media reach.

Evidence

BECID, the Baltic Engagement Centre for Combating Information Disorders, reported that a coordinated campaign circulated on Facebook at the end of January 2026 claiming that Lithuania is «not independent». According to BECID, the messages referred to real topics, including euro adoption, NATO cooperation, migration policy and border control, but used them to suggest foreign control over the country.

The legal basis says otherwise. Article 1 of the Constitution of the Republic of Lithuania states that the State of Lithuania is an independent democratic republic. Article 2 states that the Lithuanian state is created by the nation and that sovereignty belongs to the people. This is not consistent with the claim that Lithuanian statehood disappeared because of membership in international organisations.

EU membership does not mean the loss of independence. Lithuania joined the European Union as a member state in 2004. The European Commission states that Lithuania joined the EU in 2004 and adopted the euro on 1 January 2015. The euro is the common currency of the euro area, but it does not replace Lithuania's parliament, government, courts, citizenship, constitution or state borders.

The same logic applies to NATO. Membership in the alliance creates collective defence obligations and common security planning. It does not make Lithuania an administrative part of another country. Decisions on membership, defence policy, budgets and international treaties pass through Lithuanian state institutions.

Border and migration policy also do not prove that Lithuania lacks independence. Lithuania participates in the Schengen system and applies common European rules. At the same time, it has its own bodies, including the State Border Guard Service under the Ministry of the Interior, working within the national legal system and in cooperation with the EU.

The central manipulation is a substitution of concepts. International integration and agreed shared rules are presented as «loss of independence». In reality, independent states often accept international commitments. Those commitments can be debated politically, but they do not by themselves prove external rule.

What remains unknown

The public BECID material describes the narrative and the campaign mechanism, but it does not provide a full public dataset of all posts, accounts and advertising parameters. For that reason, we do not assess the exact number of participants, funding sources or full reach of the campaign.

Conclusion

The claim that Lithuania is «not independent» because of the EU, NATO, the euro or migration policy is misleading. These topics can be debated as political decisions, but available legal and institutional sources do not support the conclusion that Lithuania has lost independence. The campaign takes real elements of international integration and turns them into a false conclusion about Lithuania's state status.
